Such an intriguing take from the German perspective. Somehow never considered it that way!
Few ever do -- peek at the other side of the hill. I did the same thing in the Empires of the Sky book, in the sense that I'd never seen anyone examine the response of the *Germans* to the loss of the Hindenburg airship. It really changes things.
I suspect similar phenomena are at work in public and private cybersecurity authority's offices today.
Which is why there's invariably a form of institutional cognitive failure whenever there's a major hack.
